What do you want your neighborhood to look like in the future?

The Board of Directors of your Community Council has been working alongside residents to update our District Plan.  A progress report on the District Plan will be provided.  Other program items include a proposed Bylaws change and a presentation on the Saint Paul Comprehensive Plan.

All residents and businesses within the Payne-Phalen District, known by the City as District Council 5, are encouraged to attend.

The proposed Bylaws change is to add Section 4 to Article VII as follows:
“The Board of Directors will on an annual basis review the Community Council District Plan during the June or July Board meeting”.

A silent auction will feature East Side services and goods.  Bring a little cash!
A free light meal will be served.
Doors open at 5:30 PM. Program starts at 6 PM.

Board Elections and District Plan Update

Planning districts provide advisory recommendations to City officials on physical, economic, and social development issues, as well as on citywide issues.  District Councils serve as a voice for the neighborhood.

Board Directors wanted!

We seek board leadership that fully reflects the diverse perspectives, lived experience and cultural communities of people in Payne-Phalen.  We strongly encourage residents of color, renters and low-wealth individuals to run for an open seat on the Board.

Board members are active leaders and stewards of community interests.  They set the course for the organization and advocate for decisions or public policies and investments that improve and sustain our neighborhood.  The Board meets on the 4th Tuesday of each month.

If you live in or own a business in Payne-Phalen, and are at least 16 years of age, you are eligible to run for a seat on the Board.  You may nominate yourself or be nominated by someone else at the meeting.  If you want to run for the Board, we encourage you to complete a nominee form ahead of time.  Nominee forms are available at the link below, at our office, or may be mailed or emailed to you.  At least 7 seats will be up for election.
