Cookie Cart opening training bakery on St. Paul’s East Side

A North Minneapolis-based bakery that trains and employs urban youth intends to open a second location in St. Paul’s Payne-Phalen neighborhood.

Cookie Cart announced Tuesday that they have purchased a building at 946 Payne Avenue, and will soon start a $3.2 million capital campaign to renovate it.
